Early in 2003 I was in Kenya. There was optimism in the air. After decades under the corrupt Daniel arap Moi there was a new, democratically elected government. The World Bank started pouring aid over the country after having heard a few promises of important investments for the future. I remember Fredrik Erixon telling me that this would undermine the reform momentum and encourage corruption.
But there were investments, alright. Financial Times reports:
"between January 2003 and September 2004, the government purchased 57 Mercedes, 42 Land Cruisers, three Range Rovers and numerous other four-wheel-drive vehicles, worth Ks878m ($12m, €10m, £7m).
The money spent on the vehicles could have been used to provide anti-retroviral drugs to 147,000 people infected with HIV/Aids for a year, or to pay for 25,000 children through eight years of school"

Mattias Svensson berättar för mig att SVT nu gör reklam för sig själv med bilder på Berlinmurens fall, studentupproret i Kina och den orangea revolutionen i Ukraina. Och därför påminner han mig om hur statstelevision faktiskt skildrade murens fall:

14:00 - HOW IMMIGRANTS CREATE NEW JOBS:
Many think that immigration threatens local jobs, but when immigrants make new services possible that weren´t economically viable before, it can give new life to an entire industry that weren´t competetive before. The Freedom Institute provides us with this example from Ireland:
"The CSO´s current (Q3 2005) Quarterly National Household Survey reports that approximately 25% of the 40,000 immigrants who joined the labour force found work in the construction industry. Interestingly, the same release reports a 30,000 increase in employment in that sector in the 12 months to the end of Q3. That means that an extra 20,000 Irish people found work in construction, despite the influx of 10,000 ´displacing´ immigrants into the industry ...
In fact, despite the extra 40,000 immigrants who joined the labour force, the CSO shows that there are some 96,200 extra people in employment in Ireland than there were 12 months previously."

09:47 - INTE UTAN ETT ALKOTEST:
Vi vet ännu inte vad som hände i helgens krogbråk i Stockholm. Det kan vara så att SSU-ordföranden Anna Sjödin har gjort sig skyldig till misshandel och rasistiska tillmälen (vilket gör henne till "klasskämpe", enligt Henrik Brors), men det kan också vara så att det var hon som blev angripen. Som utomstående kan jag inte bedöma det utan mer information.
Men vi vet redan nu att det skedde en kränkning: Polisen gjorde ingen alkotest och säger till och med att de av princip inte gör det. På så sätt kan polisen alltså sätta störande personer i fyllcell utan att belägga att de var berusade, trots att personen i fråga begär ett test. Oavsett var denna affär slutar får vi hoppas att den föranleder en lagändring som gör slut på den rättsosäkerheten.

Today it is 250 years since Wolfgang Amadeus Mozart was born, and I can´t think of a better way to celebrate it than listening to him all day. Mozart was of course one of the best and most brilliant composers of all time, but he was also an important spokesman for the ideas of reason and liberty that began to change Europe of his days.
In the wonderful volume The Portable Enlightenment Reader, the editor Isaak Kramnick starts his introuduction in this fitting way:
"Few have captured the spirit of the Enlightenment, its intellectual and social agenda, as has Mozart in his operas. 11:21 - SWEDEN´S UNEMPLOYMENT RATE IS 12.1% - AT LEAST:
Open unemployment in Sweden stands at just 5.4 percent, but that´s because most unemployed are not counted as unemployed. In my DI-column yesterday I measured Sweden´s real unemployment for December 2005. Here is the result:
Open unemployment: 244 000 people
Labour market projects: 126 000
Job-seekers who study: 89 000
Latent unemployment (not in the work-force, but could and would like to work): 111 000
This means that Sweden´s real unemployment rate is 12.1 percent.
And if we include the incredible number of people of working-age who have retired on disability benefits or are on long-term sick-leave (more than 6 months) in one of the world´s healthiest countries, Sweden´s unemployment rate is 23.8 percent. Almost a quarter of the Swedes of working-age!
Sweden´s economy is very good at producing goods, but because of our regulated labour market, it is bad at producing jobs. According to a new SNS/NBER-study of 35 developed countries, there are only two countries with jobless growth, Sweden and Finland. Economic growth in Sweden in the last 25 years has no relationship with labour market participation, whereas one percent of growth increases the number of jobs by 0.25 percent in Denmark, 0.5 percent in the US and 0.6 percent in Spain.
(I wrote about this before, but didn´t include latent unemployment.)

18:57 - ABOUT A VICIOUS CYCLE IN CHINA-WEST RELATIONS:
In the current edition of Far Eastern Economic Review, I write about one of the most troubling things I noticed on my visit to China.
The fear of China, and its mercantilist and nationalist attitude to economics has lead to Western tariffs, antidumping investigations and political obstacles to the purchase of the American energy company Unocal. The problem is that this sends two messages to China: that trade is a zero-sum game, and that the West is bent on stopping China from winning it. And this reinforces the Chinese mercantilist attitude the West is so afraid of.
Paranoia creates the enemy they were so afraid of. It sounds like a Greek tragedy. But it´s played out on the world stage, with peaceful relations between the major powers at stake.

And they grow much faster than the rich countries every year. It´s not just about India and China, they account for only one-fifth of the increase in emerging economies´ GDP in 2005. The Economist observes the amazing fact that all the 32 biggest emerging economies grew in both 2004 and 2005: "Every previous year during the past three decades saw at least one country in recession—if not a deep crisis."

09:56 - IT´S NOT A JUNGLE OUT THERE: Here is another example of how we scare ourselves to death: Most people think that violent crime is on the increase in Sweden, and the number of reported cases confirms this. But might this just show that we tolerate violence less and report it more often? Yesterday, SVT/Rapport presented the criminologist Felipe Estrada who has checked this by looking at hospital journals and comparing them to polls which ask about our experience of violence. The result shows that violent crime has not increased nor has it become more brutal. It has been fairly constant the last 30 years, and has decreased since the late 1970s, despite a much bigger population. But it´s not difficult to see why politicians and journalists have an interest in exaggerating the extent of crime, to get us to buy a particular paper or policy.

Och det finns ingen anledning att söka sig till nyliberalerna, för de är samma sorts knökar förstår man av uppslagsordet liberal:
"Ordet nyliberal har i regel inte med de liberala partierna att göra. Nyliberalismen är snarare namnet på de konservativa partiernas ideologi numera."
Det är till och med synonymer, enligt uppslagsordet republikanerna:
"Republikanerna står litet till höger om demokraterna och liknar mera ett konservativt (nyliberalt) parti."

00:04 - STILL SAFER THAN THE TAXI RIDE FROM THE AIRPORT:
I have written before about how flying gets safer all the time. This year, the report from the Aviation Safety Network (pdf) proves me wrong. Because of six big accidents with more than 100 fatalities, the 2005 death toll for all kinds of flights was 1 059, up from 425 in 2004.
But let´s not get worried about entering a plane just yet. 2004 was the safest year on record. Despite the increase this year the figure is lower than the average 1974-2004, and also lower than 1995-2004. The number of fatal airliner accidents also declines. All this despite the fact that the number of flights and the number of passengers rise all the time.

Var utanför skoltidningarna läser du annars artiklar som går ut på att några har fel därför att de skickar fel signaler, och inte klär sig och talar som du och dina kompisar?
Detta kom jag att tänka på när jag läste två kritiska recensioner av Neo: Andres Lokko som ogillar att Neos VD bär fluga, och Magnus Eriksson som hittar för många ofullständiga meningar.

13:14 - SWEDEN - ONLY FOR THE MOST PRODUCTIVE:
Many other Europeans admire Sweden´s group of strong, export-oriented companies. So do I. But why is it that Sweden at the same time has an unemployment rate somewhere between 10.3 and 20 percent? Sweden has no official minimum wages, but de facto minimum wages are set in the important sectors by trade unions with political power. And according to a study from the Institute for Labour Market Policy Evaluation by Per Skedinger, in the big service and manufacturing sectors they are 60-72% of the median wage for a manufacturing worker.
This means that if you are only up to 59-71% as productive as the median person - perhaps because of less skills, no experience, or you live in a remote area - you will be unemployed, and never get the skills and the experience to raise your productivity.
Since the Swedish minimum wage does not apply to everybody, you can´t compare it without reservations. But if you promise to keep that reservation in mind I can show you the list with comparisons to the national minimum wages/median wage in other countries (p. 27):

14:57 - CHRISTIAN GERGILS GÖR EN PERSBRANDT:
Expressen publicerade nyligen påståenden om att Christian Gergils skulle ha misshandlat sin flickvän, Åsa Ölander, och en väninna till henne, som stämt honom. Det var bara det att löpet och artikeln - som innehöll flera uppenbart falska påståenden - helt och hållet byggde på väninnans påståenden, att Expressenreportern råkade vara en bekant till henne, samt att det var denne reporter som uppmanat henne att göra polisanmälan och skaffa rättsintyg så att historien skulle hålla - i Expressen.
Den lilla detaljen att Åsa förnekade att misshandel skett framgick inte någonstans i artikeln.
Som vi vet från Persbrandthistorien är detta inte något engångsslask, och i mina öron låter detta som en präktig skandal. Så därför är det välkommet att Christian och Åsa nu stämmer Expressen för grovt förtal.

Why don´t they take a look at this graph from the new Index of Economic Freedom 2006. Per capita growth in the countries that liberalised the most since 1995 has been almost three times higher than in those where economic freedom declined.

Att döma av engagemanget för och emot trängselavgifter i min mailbox kan detta mycket väl bli den avgörande valfrågan. Jag har inte tid att föra debatten vidare nu, inte mindre än fem deadlines närmar sig mig i oroväckande hastighet. Men här är några tänkvärda synpunkter för och emot:

”Vad gäller att det bästa inte ska vara det godas fiende kan man väl också säga att även en skatt som i och för sig kanske är bra är ändå en skatt och en ökning av det totala skattetrycket är väl inte ’det goda’?”
Fredrik:
”Jag tror inte borgarna egentligen vill ha planekonomi – men pga att de känner sig snuvade på makten i stadshuset av ett råljug från Billström och av toppstyrning från Persson och Eriksson har de inte kunnat hålla sig. Både demokratin och brukaravgifter för väganvändning har misskrediteras av hur det har gått till. Har vi otur stjälper detta projekt möjligheten att införa finansiering via brukaravgifter får lång tid framöver […]

De många reaktionerna på min argumentation för trängselavgifter kan delas upp i fem kategorier:

14:16 - ANTI-GLOBALISTS GET ATTENTION EVEN WHEN THEY DON´T EXIST:
I have often said that the opposition to free trade gets unproportionally large attention. Marcus sends me an over-explicit example from The Age:
During the WTO negotiations in Hong Kong, someone issued a fake press release saying that Narnia - the amazing fantasy land that C S Lewis created - had walked out of the meeting in protest against too much trade liberalisation.
That would have been funny (I always suspected that this unconstitutional monarchy was protectionist), if it wasn´t for the fact that the press release was actually picked up by financial news agency AFX, and then by several top business websites, including Forbes.com...
(By the way, the film is really good.)
10:49 - WHY I AM IN FAVOUR OF CONGESTION CHARGING:
Today, Stockholm starts a half-year experiment with congestion charging, which the voters will evaluate in a referendum in September. The system is started by the social democrats, despite a promise in the last election not to do it, and the implementation is riddled with inefficiency, bureaucracy and unnecessary intrusion in the drivers´ privacy.
In other words, the risk is that bad implementation destroys a good idea. Because - contrary to the center-right parties in Sweden - I think that it is better to ration the use of a limited good with prices rather than time, as I explain in an article in an insert (pdf) from SNF in Svenska Dagbladet today. I think that is the conclusion one must reach after having seen how the absence of prices led to congestion at every shop with meat and bread in the communist countries.
That is also the conlusion Milton Friedman reached already in 1951:
"[on] a crowded road... it would be desirable to discourage traffic ... the people who drive on a road should be charged... in proportion to their use of the service".
